Dear SPARTANs,
maybe some of you have already heard, but the European Commission has rejected one of the SPARTA deliverables because "the sources [...] are not properly referenced". The Ethics Committee was asked by the SPARTA coordinator to take a closer look at this.
In the meantime, a solution has been agreed for the specific case.
However, the ethics committee would like to take the case as an opportunity to remind you of a few things:
1) with the grant agreement, all partners have committed themselves to follow the principles of "The European Code of Conduct for Research Integrity“ that includes inter alia rules to avoid plagiarism (including self-plagiarism).

2) the rejection of a deliverable may have financial consequences. The European Commission may withhold the funding that went into the rejected deliverable from the responsible editor (not the contributors).
3) apart from these formal issues it is also expected that each deliverable contains a significiant part of new content and a critical appraisal of elements adopted from other sources.
4) it is currently being discussed (but not yet decided) in the Sparta Executive Board (but not decided yet) whether deliverables should in the future be subject to a similarity check before being submitted to the EC.

Dear members of the Ethics Committee,
maybe you heard that one of the SPARTA deliverables was rejected by the European Commission because “the sources […] are not properly referenced”.
This is Deliverable 7.1 "AI systems threat analysis mechanisms and tools“.
I have attached the results of an automated similarity (scribbr.com<http://scribbr.com>) that CEA has initated. You will see that a lot of text is highlighted, not not necessarily indicating plagiarism: there are elements such as the disclaimer, documents titles in the text and in the bibliography, quotations from the GDP and other properly marked quotations.
At the beginning of the PDF there is a list to the domains where documents with similar text were found, but it’s not possible to click on a link to see the full text of the document.
Thibaud has already discussed the issue with the responsible editor from Tecnalia. They have agree upon the following:
* some quotation marks (in Italics font) have been lost in the edition process -> solution: we will use the quotation marks “” besides italics in all the quoted texts.
* in some cases the report reflects the taxonomies and techniques analysed too literally -> solution: we will mark the quoted text and try to reduce the size of the quotation as much as possible.
* some parts contain inputs from SPARTA partners that were too literal from their own papers -> solution: we will mark the quoted text and provide the self-reference
So from my point of view there is no urgent need to intervene directly in this case because a solution has been found.
However, it might be good if we write a reminder to all partners and remind them of the following:
* that there are guidelines for good scientific practice that all SPARTA partners are contractually obliged to follow.
* that there must be a good balance between what is already known and new knowledge in each deliverable.
* that there must be a critical examination of third-party knowledge (out of many possible threat frameworks, why did we adopt this one in SPARTA?).
* that the (financial) risk lies with the editor of a deliverable (in the case of D7.1 the EC has withheld payment to the editor of the deliverable, but not to the contributing partners).
This is perhaps a salutary shock that makes it clear that more careful quality control is needed and that "minimum effort strategies" do not go undetected.
The EB has also started discussing whether deliverables should first go through the automatic plagiarism check before they are sent to the internal reviewers.
If you agree with this approach, I would draft a message to all SPARTA parters which I would submit to you in advance for your approval. If you feel it is necessary, we can also schedule a meeting of the Ethics Committee to discuss how to proceed .

regarding the First Internal ELSA Audit engagements.
At this stage, you are simply required to setup a telco for a 60-min audit
session, according to the proposed time plan and further instructions below.
In the SPARTA Project, the ELSA acronym stands for Ethical, Legal, and
Societal Aspects, in the context of WP2 - Responsible innovation: ethical,
legal and societal aspects.
According to the description of work:
Cybersecurity research and innovations will have sustainable success only if
ethical and societal impacts both short-term and long-term opportunities,
constrains, and threats are assessed and prioritized alongside technical
and commercial impacts.
Compatibility of innovations with the legal framework is obviously of
fundamental importance.
This audit initiative is the first engagement of a set of three yearly
engagements, to be reported in M12, M24, and M36.
Along the way, we aim to build our ELSA awareness and capabilities, as well
as ensure high ELSA standards, as a continual improvement process.
The Ethics Committee and myself have worked to ensure a lightweight and
constructive audit engagement.
Your feedback will be much appreciated, namely to improve future (i.e. M24,
M36) audit engagements.
TIMEPLAN
The time plan for the First Internal ELSA Audit is the following:
* 9th December: first day of 60-min audit engagements;
* 13th December: second day of 60-min audit engagements.
* Last call: if required, well setup an additional date after
December 13th .

As promised, I’m glad to report on the ELSA Audit status, after the third day of interviews with WP Leaders.
Participation rate (out of 14 WP Leaders, see “Calendar Management” attached):
* 13 performed or initiated the ELSA assessment;
* 1 not confirmed yet (WP8).
Overall:
* Looking good now. Thanks to all, especially to Michael for helping to get people onboard.
* D2.2 may now be finalized, we already have sufficient and meaningful data.
* We may have to make minor changes to D2.2, after we receive Fabio’s (WP8) data.
Mitigations:
* D2.2 reviewers were contacted, to inform them on the ELSA Audit status and plan the review phase.
* D2.2 will be reviewed this week, in a 2-step process: interim version on Wednesday; final version on Friday.
* Another invitation was sent for WP8, tentative telco on Friday morning.
Satisfaction with the Audit (see “Useful for promoting…”, attached.):
* 3/4 Fully Agree that the ELSA Audit was useful; 1/4 Largely Agree the ELSA Audit was useful;
* Nobody provided negative ratings (i.e. Partially Agree or Not Agree).
Continual improvement:
* We collected 8 suggestions for improving ELSA and the ELSA Audit (see “Feedback register” attached).
Privacy Help Desk:
* At the end of every telco, the Privacy Help Desk was presented (there was a dedicated slide on this).
* We may consider this as a “soft-launch” of the Privacy Help Desk.
* Something to report on the next IMR!
* The Leader of WP8 has not seen this yet…
* WP Leaders were invited to send their feedback through the Privacy Help Desk, or simply send a test message. A few actually did it!
FAQ Document:
* At the end of every telco, the FAQ Document was presented (NO slide on this).
* We may NOT consider this as a “soft-launch” of the FAQ Document:
* simply showing off a preview of the FAQ; and
* informing where the FAQ document is located (in the SVN).
I guess we’re pretty much done, as far as the first ELSA Audit is concerned.
