Dear SPARTA Programme Leaders,
please find attached ENISA’s draft “Proposals for the Competence Centre”. Please do not disseminate. This document is based on the contributions to the strategic planning draft provided by SPARTA, the 3 pilots, and ECSO.
Please review it and send your contributions as soon as possible, so that we can compile them before next 4P meeting with the EC (we plan to consolidate all comments Tuesday 6PM CET).
In case you have any questions, please contact me or Florent.
P.S. short notice, but let’s see what we can do.
Kind regards,

Subject: T9.1 workshop
Dear All,
As T9.1 is approaching the final stage and most of the work is done, the
team would like to invite all interested SPARTA partners to the final
alignment workshop.
The workshop is intended to be organized as one day or two half days event
on-site at MRU. Preliminary agenda is attached. Those, who can join the
workshop remotely, connection will be organized.
The preliminary dates set are 6th / 7th of November (preliminary 5th was
set, but it was moved). Please, mark your interest and availability on:
https://doodle.com/poll/2diuwnzbunwvmtmm until the 25th of October.
We would like to have as many participants on-site. Presence of
cybersecurity end user organizations is especially relevant (e.g. NASK, LMT,
KTU Litnet). We will also invite some associated partners (NCC group) and
other national and international organizations (ECSO, Lithuanian
Cybersecurity center, Lithuanian Arm forces CERT, etc.).
The introductory materials for the workshop are also attached to the message
(also available at SVN).
Best regards,
Edmundas & T9.1 team

Dear Roadmap and Program leaders,
Concordia recently held an event in Luxemburg, open to the public, when their consortium members presented posters (+/- 40 posters). Just by looking at titles, this gives a good idea of the topics addressed. They can be seen: https://opendoor.concordia-h2020.eu/posters.html Do not hesitate to share here your remarks or observations ☺

Dear program leads,
now that the summer break is over and the next SPARTA days are approaching fast I would like to remind you that the Responsibility Action (aka WP 2) within SPARTA will soon start exploring legal and societal challenges in the four technical programs.
In May I have been asking you to provide comprehensive documents that enable us to understand what the programs are actually doing and when – that could be use cases, planning documents, demonstration etc. I have heard that all programs have finished task level planning and should thus be able to give us some kind of overview.
I would be happy to receive any documentation that will help us (Fraunhofer, INOV, U Namur and MRU as the core partners in WP 2) to understand your work and the rationale behind it. We prefer receiving a limited amount of information for the beginning and will certainly start asking for more detailed info where necessary. I assume that much of the information is already available on SVN, but please don't let us search in the abundance of documents, but give us concrete links.
On the afternoon of the second day of the SPARTA Days in Rome, a workshop will be held to launch the dialogue between WP 2 and the technical programs. Though it will be in parallel to the session of CAPE/HAII-T we hope that each program will have a respresentative at our session as well. A draft agenda of the session will be sent to you soon.
Best

Betreff: Interaction between WP 2 and the Programs
Dear SPARTA program leaders,
I mentioned in the last EB telco last Tuesday that for the work of WP 2 the exchange with the programs is essential:
1) From the programs --> WP 2: We need to learn what the programs are doing in order to identify ethical, legal, societal issues/challenges, to assess them and to make suggestions how to address them. We have learned that the programs are currently on the way to define their use case(s), to develop system descriptions and a work plan. Any (stable) documentation of that kind is valuable for the WP 2 work. In the WP 2 timetable it would be best if we had that information after summer break, i.e. in September 2019. Please let me know what kind of documents you are working on that could be useful for our WP 2 work and when you expect to have them ready!
2) As a first step WP 2 is going to identify from the literature and other EU projects what is considered as ethical, legal and societal challenges in cybersecurity (research). This will result in a rather generic list of possible issues and we need to discuss a) if our list is complete or needs to be complemented, b) which of the identified issues are relevant for the 4 programs and c) what priority they have. That will form the basis for our next step to define challenges for the programs and to discuss possible ways to deal with them. We would like to do that in a workshop that is either part of the SPARTA days in September in Rome or on the following day.
Particpation in this workshop will of course not limited to the programs but open for every interested SPARTAn.
Best
Michael Friedewald

Dear SPARTA programs leads,
Writing you regarding invitation to become a member of T-Shark (WP4) Arbitrage Group.
Referring to the programme concept- Arbitrage Group (AG) is a multi-stakeholder group that involves representatives of industry, academia, policy and end-user organizations.
It will play a strategic role during the project course by assisting T-Shark team to judge and select the most promising technologies and ensure that the program outcomes are tightly linked to end-user priorities and expectations.
15 independent experts are invited to bring in their knowledge, experience and capabilities to look beyond the borders of state of the art solutions. It is expected, that representatives of the SPARTA project will also be in the Group. This is to ensure that T-Shark outcomes are in line with other SPARTA research programs (WP5, WP6 and WP7).
More detailed description of AG role in the program you can find attached to the letter.
We would be very delighted if you accept our invitation to become a member of Arbitrage Group.
Please express you willingness by sending us a short confirmation message.
Should you have any questions, please do not hesitate to contact us at any time.

Hello all,
We are required by the EC to have a deliverable about how to handle dual-use aspects in SPARTA. We began to make a first draft that you can see here: https://sparta.technikon.com/03-WPs/WP14-Ethics-requirements/Deliverables/D… It integrates mainly what is already in the DoA, with a little bit more details about potential mitigation measures ; in particular, we consider that dual-use aspects is ultimately the responsibility of each partner which is required to get the appropriate authorizations from relevant authorities as needed, SPARTA may only offer support for identification and mitigation. Feedback already provided by the Ethics Committee will be integrated soon.
Meanwhile, could you please do a self-assessment of potential development, production, or use of dual-use items in the Activity or Program you lead? Some documentation which may help you:
http://ec.europa.eu/research/participants/data/ref/h2020/grants_manual/hi/e…http://ec.europa.eu/research/participants/data/ref/h2020/other/hi/guide_res…http://ec.europa.eu/trade/import-and-export-rules/export-from-eu/dual-use-c…
Please reply by June 21 even if the answer is no. If you are not sure, please get back to us as soon as possible so we can handle the situation appropriately and be in time for the deliverable for which we must have a final draft by July 2.
Best regards,
