Dear Thibaud,
it is likely that tools for assessment of complex systems of systems
could be leveraged to assess and certify military equipment.
This fact is reinforced by the trend of military procurement to leverage
COTS platforms, typically resource planning software, commercial
intrusion detection systems and SIEM platforms.
In my opinion, there is nothing specific with respect to mitigation
measures, as it is more related to a change of attitude of military
procurement (from specific to COTS) than to issues in CAPE.
Best regards,
Hervé

Hello all,
We are required by the EC to have a deliverable about how to handle
dual-use aspects in SPARTA. We began to make a first draft that you
can see here:
https://sparta.technikon.com/03-WPs/WP14-Ethics-requirements/Deliverables/D… It
integrates mainly what is already in the DoA, with a little bit more
details about potential mitigation measures ; in particular, we
consider that dual-use aspects is ultimately the responsibility of
each partner which is required to get the appropriate authorizations
from relevant authorities as needed, SPARTA may only offer support for
identification and mitigation. Feedback already provided by the Ethics
Committee will be integrated soon.
Meanwhile, could you please do a self-assessment of potential
development, production, or use of dual-use items in the Activity or
Program you lead? Some documentation which may help you:

Please reply *by June 21 *even if the answer is no. If you are not
sure, please get back to us as soon as possible so we can handle the
situation appropriately and be in time for the deliverable for which
we must have a final draft by July 2.
