As we are consolidating the inputs from all WP on the extension proposal, is appears
there will be a need for an extension of governance activities.
We propose adding a new task consolidating all governance activities for the M36-M48
period, as described below. In this first draft we’ve tentatively included all
participants, with a pro-rata effort: @all please review and confirm your interest. Of
course any comments and feedback will be much appreciated!

• Summary: The new task is focused on the governance of the extended
work in SPARTA. It will deliver practical analyses of governance issues in this period,
aiming for impact on cybersecurity research policy designs, in particular in transitioning
towards sustained operations in the ECCC and the NCCs.
• Motivation: The task will confirm SPARTA’s longstanding commitment
to responsible and innovative governance throughout the project extension.
• Impact: The task is directly linked to the “Improving EU
technological sovereignty in cybersecurity” and “European cybersecurity cooperation
structures, approaches and actors” strategic axes identified by the Commission. In
particular, it aims at these targets:
* Research of innovative ways to attract public and private funding investment in
cybersecurity projects
* Supportive and community-oriented programmes for incubating and accelerating
projects
* Identify priority policy areas to promote and reduce the EU dependency from
non-EU research and innovation efforts
* Establishing joint taskforces across structures, ranging over the 3 pillars of
cybersecurity: cybercrime, cyberdefense, and information systems security
* Establishing a Joint Strategic Oversight Committee, continuously evaluating the
activities of taskforces, spinning up new taskforces with clear mandates, and shutting
down obsolete ones
* Mapping out clear and efficient liaison contact points across various
structures, with a special focus on regional contact points.

Dear all,
As discussed in last EB & SD calls, we will move forward w.r.t. the extension of
SPARTA. For this, our first step will be to make a concrete proposition to our PO giving a
rough idea of what we want to do and the necessary efforts. We, thus, propose that you, as
WP leaders, start this discussion in your respective WP with its participants to propose
suggestions for this extension.
For each suggestion, we propose to fill the small form below to have a quick view of the
efforts, motivation and impact involved.
